UNECE strives to foster sustainable economic growth among its 56 member countries. To that end UNECE provides a forum for communication among States; brokers international legal instruments addressing trade, transport and the environment; and supplies statistics and economic and environmental analysis.
Responsibilities
Under the overall supervision of the Director, Sustainable Energy Division, the incumbent will perform the following functions:
• Manage and provide leadership to the Sustainable Energy Section and its 4-5 staff. This includes managing the evaluation and recruitment processes for staff as well as planning resource use (budgets, programme evaluation, travel, consultants, training) and reporting regularly to the Division Director;
• Ensure efficient servicing of the Committee on Sustainable Energy, its Bureau and its sub-groups on energy efficiency and assist with its inter-governmental expert dialogue on energy security, including regular and effective communications with the chair persons/bureau and other key members of the intergovernmental bodies served. Meeting servicing includes the timely creation and publication of meeting agendas, documents and reports.
• Supervise implementation of the Energy Efficiency 21 Project programme of work as well as related budgeting, monitoring, reporting and evaluation activities. This includes the timely production of deliverables as agreed by the Steering Committee of the Energy Efficiency 21 Project, Committee on Sustainable Energy and the United Nations Economic Commission for Europe (UNECE). Programme of work implementation encompasses the drafting and the negotiation of inter-agency agreements, grants and project documents with donor institutions on projects for which UNECE serves as the Executing Agency.
• Represent the UNECE in related cooperation and coordination activities including with the international financial institutions, European Bank (EBRD) and the Global Environment Facility (GEF) for investment funds created in relation to the Energy Efficiency 21 Project.
• Promote the sustainable energy programme to governments and to other international organizations, to include overall responsibility of the UNECE Internet Web site and its contents as well as the preparation of brochures, press releases and other promotional materials.
• Supervise and/or provide input to capacity building and implementation projects on energy efficiency and assist on projects for energy security- Provide input and strategic advice to the Director of the Division and the Committee on Sustainable Energy. This requires keeping abreast of the latest developments in energy field.
• Assist in sustainable energy sub-programme extra-budgetary fund-raising, in particular, for energy efficiency and energy security.
• Support the Director of the Division and the UNECE Management in managing the Sustainable Energy Division including by responding to requests from UN Headquarters and the office of the UNECE Executive Secretary as well as participating in the ongoing information sharing and coordination activities of the Division.
• Undertake professional development and training activities.
Requirements
• PROFESSIONALISM: The incumbent must have a good general understanding of the global energy issues, emerging energy security risks, role of energy efficiency and the potential impact of sustainable energy policies. The volatile and rapidly changing nature of hydrocarbon prices and development in the energy field also require the ability to learn on one’s own and quickly adapt to new subjects.
• PLANNING AND ORGANIZATION: Ability to plan and organize own work with minimal guidance, to set priorities and manage a large variety of tasks.
• COMMUNICATION: Excellent written and oral communication skills, including the ability to explain technical concepts to laypersons not familiar with them.
• LEADERSHIP: Good management skills, able to motivate staff and demonstrate excellent human relations skills.
• JUDGEMENT/DECISION MAKING: Ability to handle complex and sometimes politically delicate issues. Ability to make correct judgements about trends in sustainable energy policies and provide appropriate recommendations to the Division and to UNECE management.
Education
Advanced university degree (Master degree or equivalent) in economics, engineering or energy-related technology, or a first degree with a relevant combination of professional and academic qualifications.
Work Experience
A minimum of ten years extensive experience in energy matters (supply industries, research, government, non-governmental organisations, field service, private sector company). Professional experience in sustainable energy development, energy supply and demand issues in the UNECE region as well as recent developments in the field. Demonstrated acquaintance with energy economies in transition.
Languages
Fluency in English or French; drafting ability in English or French. Knowledge of Russian an asset; knowledge of other languages relevant to the UNECE region an advantage.
Other Skills
Demonstrated mediation and negotiation skills desirable.
